Dzongkhag Tshogdue

The Dzongkhag Tshogdu (DT) is the highest decision-making body at the district level in Tsirang, functioning as a local government institution under the framework of the Constitution and the Local Government Act of Bhutan. It comprises the Gups (elected heads) from all gewogs in the dzongkhag, along with the Dzongkhag Thrizin (Chairperson), who is elected from among the members. Sector heads and officials from various agencies also attend DT meetings as observers or advisors. The Dzongdag serves as the Chief Executive Officer of the Dzongkhag Administration but does not hold voting rights in the Tshogdu.

Background

The main responsibilities of the Dzongkhag Tshogdu include deliberating on development plans, budgets, public policies, and community issues affecting the dzongkhag. It ensures grassroots participation in governance and promotes transparency and accountability by giving a platform for public representation. Through regular sessions, the DT reviews implementation progress, discusses challenges in service delivery, and makes policy recommendations that guide the district’s overall development. In Tsirang, the Dzongkhag Tshogdu plays a vital role in ensuring democratic governance and inclusive decision-making at the local level.
